CPC creates new system to evaluate performance of Party, gov't officials

BEIJING, Oct. 28 (Xinhua) -- The Communist Party of China (CPC) Wednesday issued four documents calling for an improved evaluation system for Party and government officials.

The documents issued by the General Office and the Organization Department of the CPC Central Committee said an improved official evaluation system was "vital to the scientific development of the country."

The improved system should give equal weight to officials' contribution to economic development, and to their contribution to the coordinated development of the economy and the environment, maintaining public security, and to improvements in living standards, said the documents.

Officials should be assessed on a yearly basis in addition to during and after accomplishing major tasks, the documents said. They should also be evaluated when they end their terms and when promoted.

More people, including non-Party members, should be invited to participate and supervise evaluations of Party and government officials, and the results should be made public.

The promotion, education, reward and punishment of Party and government officials should be conducted in accordance with their evaluation results, the documents said.
