Premier Wen Jiabao Attends the 9th ASEAN Plus China Summit

On December 12, 2005, the 9th ASEAN Plus China (10+1) Summit was held at the Conference Center in Kuala Lumpur. Premier Wen Jiabao of the State Council and the leaders of 10 ASEAN countries attended the meeting.

The leaders of all the countries at the meeting discussed matters of vital importance on cooperation in a cordial and friendly atmosphere. In order to further advance China-ASEAN cooperation, Wen delivered an important speech titled "Deepening All-round Cooperation and Advancing the Continuous Development of China-ASEAN Strategic Partnership".

Wen said that since this year, China-ASEAN relations have taken a new step with frequent exchange of high-level visits between both sides and cooperation and exchanges in various areas further deepened. Bilateral comprehensive cooperation enjoys strong development momentum, the development of free trade zone has taken firm steps, the free trade of goods has started to be implemented and security cooperation remains effective.

Wen pointed out that the gratifying progress of China-ASEAN relations is attributed to the facts that equality and mutual benefits are the most important prerequisite for the development of China-ASEAN relations, common needs are an important link between China and ASEAN, reaching a unanimity through consultation is the major approach of China-ASEAN cooperation, the cooperation mechanism is an effective backing for the development of China-ASEAN relations and innovation is an inexhaustible dynamic for such development .

In order to further advance China-ASEAN dialogue and cooperation, Wen suggested that both sides expand economic and trade cooperation, do a good job in developing the free trade zone and accelerate the process of tax reduction. Transportation, energy, culture, tourism and public heath should be defined as five new major areas for China-ASEAN cooperation based on deepening cooperation in the areas of agriculture, information industry, human resources development, mutual investment and the Mekong River Basin development.

The leaders of all ASEAN countries made highly positive comments on China's important role in peace and development of this region and appreciated China's positions on South China Sea and other questions. They indicated that China-ASEAN relations have been developing rapidly with closer economic ties, from which all the ASEAN countries have benefited much. They thanked for China's important support in fund, infrastructure construction, reduction and exemption of tariffs and liabilities, capacity building and other aspects. They welcomed Wen's five-point proposal on 10 plus 1 cooperation and hoped that both sides will strengthen cooperation in the areas of economy & trade, investment, Greater Mekong Sub-region, information highway & infrastructure construction, energy, security, bird flu prevention, culture and tourism.
