Hu Jintao delivers a speech, stressing the need to uphold the banners of peace, development and cooperation, adhere to the independent foreign policy of peace and the peaceful path to development and carry out the diplomatic work in a down-to-earth manner under the new circumstances so as to build a fairly well-off society in an all-round way and contribute to world peace and common development.

The 10th Conference of Chinese Diplomatic Envoys Stationed Abroad was held in Beijing from August 25 to 29, 2004. General Secretary of the Central Committee of the Communist Party of China (CPC) and Chinese President Hu Jintao delivered an important speech at the conference, stressing that the fundamental task and basic goal of China's diplomatic work at present and a certain period in the years to come is to maintain the important development period featured by strategic opportunities and strive for a peaceful and stable international environment, a good-neighborly and friendly surrounding environment, an environment for equal and mutually beneficial cooperation, and an objective and friendly publicity environment so as to build a fairly well-off society in an all-round way. He said that to do a good job in foreign affairs under the new circumstances, it is necessary to stick to the Deng Xiaoping Theory and the important thoughts of "Three Represents", implement the guidelines, policies and decisions adopted at the central level in a down-to-earth manner, be united as one, be creative and keep forging ahead. Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Chairman of the Standing Committee of the National People's Congress Wu Bangguo, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Chairman of the National Committee of the Chinese People's Political Consultative Conference Jia Qinglin, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice President Zeng Qinghong, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council Huang Jü, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Secretary of the CPC Central Commission for Discipline Inspection (CCDI) Wu Guanzheng, Member of the Standing Committee of the Political Bureau of the CPC Central Committee Li Changchun, and Member of the Standing Committee of the Political Bureau and Secretary of the Political and Legislative Affairs Committee of the CPC Central Committee Luo Gan attended the conference. Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council Wen Jiabao made remarks at the conference.

In his speech, Hu Jintao reviewed China's diplomatic work since the 9th Conference of Chinese Diplomatic Envoys Stationed Abroad held in 1998 and made a deep analysis of the development and major features of the current international situation. Hu Jintao noted that since the introduction of the reform and opening policies over 20 years ago, important achievements have been scored in diplomatic work, both in theory and practice, and a series of guiding principles have been formulated under the guidance of the Deng Xiaoping Theory and the important thoughts of "Three Represents", building on the good tradition and style of the CPC and the country formed in long-term practice in foreign affairs. He added that these guiding principles are of great significance for China to carry out its diplomatic work under the new circumstances, and should therefore be adhered to for a long period of time and developed in accordance with new practices.

Hu Jintao noted that peace and development remain the theme of the current times. Multi-polarization and economic globalization have been advancing despite twists and turns and science and technology have been developing at an amazing speed, which brings about some new changes and features in international situation and international relations that deserve high attention. He noted the need to stick to dialectical and historical materialism, soberly observe and scientifically analyze the development and changes of the international situation, correctly grasp and spontaneously utilize the law of the development and changes of the international community and proceed from the overall situations both internationally and domestically so as to make sound guidelines, policies, strategies and tactics for the diplomatic work. He stressed the need to always orient the diplomatic work towards the fundamental interests of the country and people, saying that top priority must always be given to safeguarding the national sovereignty and security. Hu also emphasized the need to stick to the independent foreign policy of peace and handle state-to-state relations in line with the Five Principles of Peaceful Co-existence while seeking common interests of all parties and carrying out friendly cooperation with all countries on an equal footing and for mutual benefit. He added that China will firmly safeguard world peace and promote common development through cooperation, and, at the same time, work for promoting democracy in international relations and diversification of development modes, protecting cultural diversity, popularizing a new security concept, and establishing a just and rational new international political and economic order. He said that more creativity and enthusiasm should be breathed into the diplomatic work so that it can safeguard and expand the national interests of China.

Hu Jintao pointed out that in the new stage, China will promote steady development of relations with major countries, stick to the principles of building friendship and partnership with neighbors and the policy of promoting friendship, security and prosperity with neighbors while combining bilateral friendship with regional cooperation. China will also strengthen unity and cooperation with developing countries and support their righteous claims and reasonable proposals in international affairs, play a constructive role in multi-lateral arenas in such fields as politics, economy, society, disarmament and arms control, safeguard the purposes and principles of the Charter of the United Nations and widely-acknowledged basic norms of international relations, and support the consensus that reflects the law of the development of human societies and conforms with the common interests of all countries. He added that China should strengthen economic and cultural diplomacy, promote the implementation of the opening-up strategy of both "bringing in" and "going out" and conduct foreign publicity and foreign cultural exchanges in an in-depth way. China should also enhance the capability of protecting the interests overseas, improve relevant laws and regulations, strengthen the prior-warning and fast-response system, improve the style of work and enthusiastically serve Chinese citizens and legal persons in foreign countries.

Hu Jintao stressed that to do a good job in diplomacy and continuously upgrade the ability of responding to international situations and handling international affairs is an important part of improving the administration ability of the CPC. China will further strengthen and improve the CPC's guidance to diplomatic work, promote the development of the CPC and the establishment of a contingent of high-quality diplomatic carders, strive to build a contingent of well-disciplined and long-tested diplomatic carders with high political qualities and strong professional ability and, in particular, strengthen the training and tempering of outstanding young carders so as to continuously supply reliable qualified personnel for China's socialist diplomatic cause. He said that China will continue liberating the minds, seeking truth from facts and advancing with the times, vigorously strengthen surveys and research on international situations and foreign policies by centering on some significant subjects of overall, perspective and strategic importance, pay attention to grasping new trends, new features and new moving directions and enhance the ability of grasping the overall diplomatic situation and thinking strategically, in a bid to open up one new prospect after another for the diplomatic work.

Wen Jiabao analyzed in his speech the situation China's economic and social development is faced up with currently. He pointed out that diplomatic personnel must identify and grasp the general international trend, the overall domestic situation as well as the fundamental strategy, guideline and policy, so as to enable the diplomatic work to better serve the objective of building a fairly well-off society in an all-round way. China will stick to the independent foreign policy of peace, comply with the Five Principles of Peaceful Coexistence and conduct equal, mutually beneficial and friendly cooperation with all other countries. China will hold high the banners of peace, development and cooperation and promote the establishment of a fair and rational new international political and economic order. China will stick to the peaceful development path and strive for a peaceful and stable international environment to realize self-development while promoting world peace and progress through its own development.

Wen Jiabao stressed that with the in-depth development of economic globalization and the growth of China's economic strength, economic diplomacy has increasingly become an important part of China's overall diplomacy. China will vigorously develop foreign trade, expand foreign investments, continuously explore overseas markets, further upgrade the qualities and levels of utilizing foreign investments and importing advanced technologies, and actively serve key strategies for economic development of China. Wen Jiabao particularly pointed out that China should further strengthen scientific and technological cooperation and cultural exchanges with foreign countries, learn widely from them and apply their strong points to its own development so as to promote the socialist modernization drive.

Prior to the meeting, Hu Jintao, Wu Bangguo, Wen Jiabao, Jia Qinglin, Zeng Qinghong, Huang Jü, Wu Guanzheng, Li Changchun and Luo Gan met with all the representatives attending the conference and had a group photo taken with them to mark the occasion.

Members of the Political Bureau of the CPC Central Committee Liu Yunshan, Wu Yi and Cao Gangchuan and Alternate Member of the Political Bureau of the CPC Central Committee Wang Gang attended the conference, at which State Councillor Tang Jiaxuan delivered a speech.

Foreign Minister Li Zhaoxing and Vice Foreign Minister Dai Bingguo delivered their work reports respectively at the conference.

Chinese ambassadors and consuls general stationed abroad, representatives to international organizations and related officials of the foreign ministry and other relevant ministries and commissions also attended the conference.
